Eggdrop doesn't compile with Tcl >= 8.6 (interp->result)

Description

Because TIP#330 (->  http://www.tcl.tk/cgi-bin/tct/tip/330.html ) was
implemented in Tcl8.6, eggdrop can't be compiled against it. The 'workaround'
fix to define USE_INTERP_RESULT will work for Tcl8.6 but not for Tcl9.0.
